ELF's Eyebrow Kit in Ash doesn't dupe any of the shades. The kit shades are lighter and paler than any in the BH Cosmetics' kit. 

BH Cosmetics own Flawless Brow Pencil in Medium also fails to match with the gels nor the powders in the Ultimate Brow Palette. 

MAC's 9-Pan Brow Powders is pretty close in comparison and the BH Cosmetics palette is a nice & cheap alternative.
